Follow the story from start to finish.
Begin the adventure
Talk to Sigmund. Part of the cellar has collapsed; ask around Lumbridge what happened. The Cook saw a goblin-like creature with big eyes.
Continue the adventure
Tell Duke Horacio, then go into the cellar. Pick up the brooch on the ground and mine the rubble blocking the tunnel (17 Mining).
Continue the adventure
Show the brooch to the Duke. He sends you to the librarian in Varrock Palace: search the bookcases for 'A History of the Goblin Race'. The Dorgeshuun symbol matches the brooch.
Speak to the goblin generals
Talk to the goblin generals in Goblin Village, then go down the tunnel in the cellar and make contact with the cave goblin Mistag.
The Duke is preparing for war
the goblins supposedly stole silverware. Pickpocket Sigmund for a small key and open the chest in his room: it holds H.A.M. robes.
Finish the quest
Find the missing silverware in the H.A.M. hideout, west of Lumbridge, and show it to the Duke. He gives you a peace treaty: take it to Mistag.
